My institution publishes its federally negotiated rates. The vast majority of humanities grants \(and a lot of socsci as well\) falls under “other sponsored activities.” “Research” has a very empirically oriented definition.

Also, for very small grants, my college's pre-awards officer has been able to negotiate a 10% rate.

Ha, good question. Where our office of sponsored programs is concerned, pretty much any NEH grant could qualify. Their standards are set on NIH, DOE, and NSF. But I have a *wonderful* pre-award admin who handles those negotiations brilliantly.
A nearby phone number has been calling me several times daily for the last week plus. I finally caved and answered. And now remember why I do not answer calls from unrecognized numbers. +
